DOLE steps up RCLC-X, involves NGO partners

 

CAGAYAN DE ORO CITY, 23 July – The Department of Labor and Employment (DOLE) in Northern Mindanao under lawyer Regional Director Joffrey M. Suyao steps up the Regional Child Labor Committee (RCLC) - X, urging important paces towards the delivery of focused programs that prevents, reduces, and eliminate child labor activities.

 

Established in 1995 with DOLE as the lead agency, the RCLC-X complements the National Child Labor Committee (NCLC) in regulating inter-agency policies and guidelines in the protection of children, specifically on the identification, profiling, rescue, referral and management of child laborers in the informal economy.

 

The undertaking, joined by its 14 line-in members, including two non-government organization (NGO) partners are oriented on the RCLC concept by DOLE-X Supervising Labor and Employment Officer (LEO) Arlyn Z. Bael who encouraged the establishment of the same committee in the provincial, city, municipal, and barangay levels emphasizing the need of the Public Employment Services Office (PESO) Manager as an outright member. 

 

Discussant Senior LEO Glenford C. Labial presented the child labor situation in Northern Mindanao; and DOLE Department Order No. 149-2016 or the “Guidelines in Assessing and Determining Hazardous Work in the Employment of Persons Below 18 Years of Age.”

 

Social Worker-IV Threjan Ace Noli of the Cagayan de Oro City Social Welfare and Development Office provided an overview and shared the City’s best practices and success stories highlighting in-depth programs related to the rights of children.

 

“We unreservedly support DOLE in its goals for the welfare of the children as we are nominated for the 2018 National Presidential Award for Child-Friendly Cities in the highly urbanized city category,” Noli said.

 

Meanwhile, ChildFund Phils. Build CA2p Project Coordinator Alvin U. Dumduma presented ChildFund’s mission that is to help deprived, excluded and vulnerable children living in poverty with the capacity to become young adults who bring positive change to the communities; and to promote societies in valuing, protecting, and advancing the worth and the rights of children.

 

Members of the RCLC-X include the Department of Social Welfare and Development, Department of Health, Department of Agriculture, Department of Education, Department of the Interior and Local Government, Department of Justice, Philippine National Police, Philippine Ports Authority, Philippine Information Agency, Philippine Statistics Authority, National Youth Commission, Local Government Unit of Cagayan de Oro City (CdeO City), PESO CdeO City, People Management Association of the Philippines, ALU-TUCP, Kaanib Foundation Inc., and ChildFund Phils.

 

RCLC is harmonized with the direction to institutionalize strategic partnership and intensify actions at all levels in the campaign against child labor and trafficking.
