PESO Villanueva now institutionalized; DOLE programs boost in local level


Cagayan de Oro City--- Department of Labor and Employment (DOLE-X) Regional Director lawyer Joffrey M. Suyao of the and Villanueva Municipal Mayor Jennie Rosalie T. Uy signed the Memorandum of Agreement (MOA) institutionalizing its Public Employment Service Office (PESO) boosting DOLE programs in the locality on 2 September 2019 in Villanueva, Misamis Oriental. 


Director Suyao was grateful on the continued support of the Local Government Unit (LGU).  Likewise, Mayor Uy expressed her long-time plan was finally established for the office. PESO Manager Vanessa Mae S. Ramos was formerly an intern and one of the staff of the DOLE-X Mis. Or. Mayor Uy wanted the PESO to bolster her functions by institutionalizing the office.


PESO institutionalization is mandated by Republic Act (RA) No. 10691, amending RA No. 8759 or the PESO Act of 1999, defining the role of the DOLE and the LGU in the establishment and operation of the office.


Under the Act, the established PESO in all provinces, cities, and municipalities is operated and maintained by the LGU to provide employment facilitation through referral and placement, labor market information, and deliver programs and projects of the DOLE down at the grass root level.


“The services of the PESO are not only for the urbanized and high income areas with a number of employment opportunities, but most especially to the most vulnerable sector of the society - the poor living in remote areas whereby government services are not readily accessible,” Suyao said. More than the wage employment facilitation services, the PESO provides emergency employment, career guidance and counseling, referrals for livelihood assistance and training which includes skills and entrepreneurship training that are very much needed in the poor municipalities.


In the LGU, institutionalized PESO exists by virtue of a Sangguniang Resolution or an Ordinance providing the office with permanent plantilla positions, budgetary allocation and designated office space intended to provide employment facilitation services and information center for other DOLE programs and services. Furthermore, it provides the PESO the required formal status or legal personality that will assure the sustainability and efficacy of the delivery of its employment services. It would further result for the improvement of Labor Market Information and the registry of labor supply and demand of the locality.


PESO is now empowered minimizing the incessant change in designated personnel, especially during change of local chief executives in the national elections. Sustainability of program delivery is ensured.


Moreover, the passage promotes continuous learning and upgrading of knowledge and capabilities among permanent PESO Managers. DOLE ensures that technical assistance on the supervision, coordination, and capacity building for the PESOs are consistently provided.


The DOLE together with the Department of Interior and Local Government, Department of Budget and Management (DBM), and the Civil Service Commission set the standard operating procedures of the PESO, as well as its qualification standards and the guiding roles and responsibilities. 


On the other hand, RA 10691 mandates the LGUs to allocate a portion of their Internal Revenue Allotment (IRA) for employment facilitation services, and likewise the DBM allocates its budget in the annual General Appropriations Act.
