Differently-abled Camiguin DILP beneficiary: An icon of inspiration

MAMBAJAO, Camiguin January 21----- The Department of Labor and Employment (DOLE-X) Integrated Livelihood Program (DILP) beneficiary Axel Salise inspired the public in his testimony during the 10th founding anniversary of the Department’s Bureau of Workers with Special Concerns (BWSC) on 16 January 2020 at Blulane Hotel, Binondo, Manila.

 

DOLE-X Camiguin Provincial Field Office (Cam PFO) Chief Emmanuel G. Toledo said the PisoNet project of Salise won second place in the individual category, besting 15 regional nominees in the 2018 search for Best DOLE-assisted Livelihood Projects in the entire country on 11 May 2018 at the Heritage Hotel, Manila. 

 

As such, Salise was one among the few invited guests by BWSC to give a ten-minute testimony during the celebration of its anniversary, highlighting his challenging life experiences as differently-abled person, recounting his personal struggles to meet his needs and that of his family.  His testimony centered further on how his life changed when he became a beneficiary of DILP starter kit Piso Net business with pocket wifi package. 

 

Salise, a Person-With-Disability (PWD) from Barangay Baylao, Mambajao, was only twelve years old when he was stricken with polio disease, deforming his hands and fingers. DOLE-X granted Salise PhP 20,000.00 worth of financial assistance to fund his arcade style computer used as internet or gaming vending machine. He dreamed of having his own business that he started selling “camote” leaves until he was employed in an office. Having been elected in 2012 as the President of an NGO, Persons with Exceptional Reserved Skills Association (PWERSA). As such, he helped his fellow PWDs by employing them in his computer business, trained them and incidentally he was looked upon as a role model to them. Further, Salise innovated his marketing strategies through proof-reading/editing documents computerized for a fee. This gave him an edge with other computer services nearby even with more units to offer. He aims to expand in selling customized t-shirts, event giveaways/tokens and souvenir items. He foresees that his Piso-Net livelihood will be dispersed to other individual PWDs for them to be successful entrepreneurs like him.

 

With strong resolve to improve and expand his business despite his physical limitations, the one-unit Piso Net became five and his business expanded into a computer shop and computer accessories in a span of two years, giving employment opportunities to his nephews and nieces.  The income derived from his business adequately addressed the needs of his family and education of his nephews and nieces.  Two of his nephews are already gainfully employed in different parts of Northern Mindanao.

 

A strong leader and advocate for the PWDs rights, Salise is the federation president of the PWDs in the entire province of Camiguin, registering more than a thousand members.          

 

“Ang DOLE ay parang Ritemed lang yan, huwag mahiyang magtanong,” Salise said.

 

Toledo said DOLE-X continuously supports Salise’s livelihood ventures through technical support.

 

The livelihood grant was released under the Kabuhayan Program of DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) that particularly seeks to contribute to poverty reduction, and vulnerability to risks of the poor, vulnerable, and marginalized workers.
