DOLE’s safety net program for affected workers of the COVID-19 thru CAMP


Thus, an apt emergency program intervention is created through the DOLE Department Order No. 209, Series of 2020, otherwise known as the “COVID-19 Adjustment Measures Program or CAMP”, approved by Labor Secretary Silvestre H. Bello III on 17 March 2020 and takes effect on 21 March 2020.


CAMP is a safety net program granting financial support to affected workers in the formal sector. With the rising incidence of COVID-19, CAMP is a mechanism of social protection that ensures the welfare of affected workers in the formal sector, regardless of employment status and those who are employed by any person acting directly or indirectly with employer and employee relationship. 


Aimed to address and cushion financial difficulties of workers affected by the pandemic COVID-19, the government through DOLE grants PhP 5,000.00 financial assistance to affected workers in private establishments whose employment face or suffer interruption due to COVID-19 pandemic like reduction of their earning capacity or retention of employment but reduced working hours and incomes due to Flexible Working Arrangements [FWAs]); or whose employment is disrupted by reason of temporary suspension of business operation due to COVID-19.


The following are the qualifications: (1) eligible applicants of CAMP must be a private establishment that has implemented FWAs or temporary closure due to the COVID-19 pandemic with a report duly submitted to the DOLE; (2) all workers in private establishments affected by the COVID-19 pandemic are covered from its onset in January 2020 until 14 April 2020 unless extended as part of the Stringent Social Distancing Measures by the government.


Large establishments are highly encouraged to cover full wages of employees affected by the one-month community quarantine period.


To avail of the CAMP, affected establishments may submit the following documentary requirements preferably through email or to the nearest DOLE Provincial/Field Office or to the Regional Office, as follows:

(1) Establishment Report on the COVID-19 pursuant to Labor Advisory No. 09-20 (form can be downloaded from Facebook Page DOLEX COVID Assistance culled from the Labor Advisory No. 09-20 at;

(2) Company Payroll for the month prior the implementation of FWAs or temporary closure (with validated bank deposit or duly signed/received paroll for cash-basis salary)


Incomplete applications shall not be accepted. The Regional Director shall issue a Notice of Completion to the concerned establishment as grantee of CAMP within three working days from payment transmitted through electronic mail.


The DOLE Regional Director reserves the right to deny application on the following grounds:

(1) ineligibility of the applicant;

(2) misrepresentation of facts in the application; or

(3) submission of falsified or tampered document.
