Gingoog displaced construction worker gets wage differential and pay aid from DOLE-X

Several workers were gravely affected by the pandemic which includes Bernaldo Mansumagan, a native of Barangay Minalwang who worked as a construction worker/dump truck helper from a company based in Parañaque City. During lockdown, he lost his job and returned to Gingoog City. He visited DOLE-X Gingoog office and filed a complaint on the grounds of underpayment of wages from the statutory minimum wage rate of PhP 437.00, he was paid a daily rate of PhP 420.00 for 10 months (July 2019 to May 2020) of work in the company.  He was assisted by Ellen Polo Reyes, DOLE-X staff assigned in the said satellite office.  Phone calls to the company’s representative was the mode of communication used to conciliate the complainant’s concern, in view of the health and safety requirements and Inter-Agency Task Force (IATF) pronouncements.


DOLE-X Misamis Oriental Provincial Field Office Chief Errol A. Natividad said that during the course of the conciliation, the company committed to pay PhP 15,000.00 wage differential thru check via courier and another PhP 9,376.00 representing his last salary thru money remittance center.


With the cooperation of both parties, the complaint was amicably settled immediately.


Mr. Mansumang is the breadwinner of his family, and has two children ageing seven who is currently enrolled in elementary level and the other is still four years old. He said that the remunerations received will defray domestic needs including payment of cost of transporation from Manila to Gingoog City. He also expressed gratefulness that with the claim due him shall be used in farming as an option for source of income/living.


As manifested, the DOLE-X referral for him to undertake the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers or TUPAD serves him well. TUPAD is one of DOLE’s community-based program package which provides emergency employment for the displaced, underemployed and seasonal workers.


Chief Natividad said that even in the midst of this pandemic, government assistance to workers should be continued and even intensified. Especially so, that the effects of COVID-19 made the workers in the private sector more vulnerable that needs social protection along with labor-related concerns including labor standards policies subject to advisories on work settings under the new normal.


Thus, with the unbridled service of DOLE-X, Mansumagan expressed his heartfelt gratitude, “Ako nagpa-salamat sa DOLE-Gingoog uban sa Local Government Unit pinaagi kay Mayor Erik Cañosa, Vice-mayor Pedro Unabia, Barangay Captain Lilebith Paguia hilabi na gayud kay Chief Natividad ug Mam Reyes nga mao gayod naghawid sa akong kaso ug problema ug hinaot nga daghan pa masulbad nga problima sa uban nga nagkinahang og tabang daghan kaayung salamat DOLE, mabuhay po kayo.” (I am thankful to DOLE-Gingoog with the help of the Local Government Unit through Mayor Erilk Cañosa, Vice-Mayor Pedro Unabia, Barangay Captain Lilebeth Paguia, especially to Chief Natividad and Mam Reyes who helped resolve my complaint.
