DOLE-X promotes back to school to child laborers; 93 Jimenez child

OROQUIETA CITY, MISAMIS OCCIDENTAL --- Some 93 child laborers in the municipality of Jimenez, profiled by the Department of Labor and Employment (DOLE-X) through its Provincial Field Office (PFO) in Misamis Occidental (Mis. Occ.) were given educational supplies by the Local Government Unit (LGU) as the highlight of the “Linggo Kabataan: Let Our Children Play and Study. It’s Their Right!” on 11 February 2021 at Jimenez Municipal Hall.

Jimenez Municipal Mayor Rosario Balais supported and attended the activity, with Public Employment Service Office (PESO) Manager Arnulfo Guimalan and in partnership with DOLE-X. Department of Interior and Local Governance (DILG), Municipal Social Welfare and Development (MSWD), National Youth Commission and Sangguniang Kabataan (SK) President Charles Y. Galindo were also in attendance.

Mayor Balais said the activity is an intervention of the SK Federation after DOLE’s referral to encourage the said profiled child laborers to go back to school through educational supplies provision. Each school bag included a notebook, a set of pencils and ballpens, eraser, sharpener, crayons and a pair of slippers.

Jomer, a 16-year old beneficiary said, “Mapasalamaton mi nga nailhan ug natabangan mi ni Mayor Balais tungod sa DOLE. Kani na mga school supplies insakto ang timing sa pagbalik namo ug eskwela karong June. Mu-promise pud mi nga dili nami mubalik pa ug panarbaho ug mag-concentrate nami ug eskwela.” (We are thankful that we were recognized and assisted by Mayor Balais thru DOLE. These school supplies are very timely for the opening of classes in June. We promise not to go back to work and we will concentrate in our studies.)

Jomer’s father who works in the quarry as their means of living influenced him to do the same for almost two years. As the youngest of two siblings, Jomer was the one who gave up school in 2019 in lieu of his brother who is graduating in senior high school. “Karon April mu-graduate na akong magulang, makabalik nako ug eskwela ug maka-undang nako sa pagpanarbaho kay ako nalang ang gastohan sa akong ginikanan sa pag-skwela,” (This April, my brother will be graduating in senior high school, thus, I will be able to go back to school and stop working because my parents can now support me financially for the expenses needed in school.) he said.

DOLE upholds the rights of the children including their protection from all forms of abuse, neglect, cruelty, exploitation and discrimination and other conditions prejudicial to their development, particularly in its worst forms. The Child Labor Prevention and Elimination Program (CLPEP) contributes to the Philippine Program against Child Labor of the national government interventions for eliminating or preventing child labor by promoting child-focused actions, rights-based approach, children and youth participation and community development.

DOLE-X Mis. Occ. PFO Chief Leonardo G. Rodrigo emphasized the need for children’s education in their early years as this is the foundation of their future development that provides a strong basis for lifelong learning, skills and abilities. According to Chief Rodrigo, poverty pushes children to work but when children leave school to enter the labor force, they are more likely to end up in occupations that limit their chances of breaking out of poverty.

For the year 2019 to 2020, DOLE-X Mis. Occ. PFO was able to profile a total of 2,167 child laborers from the different barangays of the entire province. As an intervention for the elimination of child laborers, DOLE-X provided decent livelihood opportunities to the parents of child laborers to rebuild their families with sustainable income sources.
