LabSec Bello pays-out P2M DOLE-TUPAD to 358 Bukidnon beneficiaries

Malaybalay City, Bukidnon --- Department of Labor and Employment (DOLE-X) Secretary Silvestre H. Bello III paid out the salaries of some 358 Tulong Panghanapbuhay para sa Disadvantaged/ Displaced Workers Program (TUPAD) worker-beneficiaries worth PhP 2,142,000.00 along other DOLE programs and projects at Barangay Alae, Manolo Fortich on 23 September 2021, this province.

Labor Secretary Bello said the President told him, “Bebot, ikaw and Secretary sa Department of Labor and Employment, hinumdumi nga ang kwarta sa imohang departamento kwarta sa tao ug kinahanglan kanang kwarta sa imohang departamento mahatag sa tao.” [Remember that the money in your department is the people’s money and that money should be given back to the people.]

DOLE-X Bukidnon Provincial Field Office (Buk PFO) Chief Raul L. Valmores said TUPAD is a community-based package of assistance that provides emergency employment for displaced workers, underemployed and seasonal workers whose earnings were affected due to the COVID-19 pandemic. Each of the beneficiaries rendered 16 days of social and community works and received PhP 6,000.00 each as salary compensation.

TUPAD beneficiary Deo Michael B. Daisog, a 27-year-old food vendor and a differently-abled person was very grateful for the opportunity and assistance given to him by DOLE and considered the pay-out as very timely for his current financial situation.

“My mother who was the breadwinner of our family had just passed away. This salary will really help me start a small livelihood to sustain my daily needs,” Daisog said.

Bello reminded the beneficiaries to prudently spend their salaries and shall not be used for vices. Bello hoped that through these programs the people of Manolo Fortich will somehow feel the care and support of the government for them as they recuperate from the impacts and threats brought by the COVID-19 pandemic.

Valmores said the Labor Secretary’s regional visit is in line with President Duterte’s orders in ensuring the programs and services of the government, such as TUPAD, DOLE Integrated Livelihood Program (DILP) or the Kabuhayan Program, Special Program for the Employment of Students (SPES), JobStart Philippines, and Mission Rebooting Activities through Community Engagements (Mission RACE), among others were directly delivered to the marginalized sectors.

Hence, DOLE-X made sure that the following amount of financial aids were received from the beneficiaries themselves: SPES: PhP 771,280.00 worth of stipend for some 200 student beneficiaries; DILP amounting to PhP 510,000.00 for individual and group Kabuhayan Projects; JobStart Philippines: PhP 2,780,126 worth of salaries for some 100 youth trainees; and Mission RACE’s PhP 963,600.00 worth of salaries for some 22 Barangay Healthy Economic Recovery Officers (HEROes), were also conducted.

In support, JobStart Philippines Program trainee Kristel Mae Dela Cruz, a 24-year-old fresh graduate said, “Dako kaayo nga tabang ang JobStart Philippines Program hilabi na kanamo nga bag-ong migraduar sa kolehiyo. Tungod niini nga programa nadungagan ang akoang kahibalo sa aktwal nga trabaho nga may kalabutan sa akong kurso nga nahuman.”

[Job Start Philippines program is a great help especially for us fresh college graduates. Because of this program, I have gained additional knowledge and most especially work experiences related to my degree.]

JobStart is one of the DOLE programs that enhances the employability of the youth by reducing their job-search period and increasing their employability through life skills and technical trainings.

Moreover, Secretary Bello, together with Overseas Workers Welfare Association (OWWA) Administrator Hans Leo J. Cacdac, handed over checks to beneficiaries of the OFW Dependent Scholarship Program (ODSP) amounting to PhP 30,000.00; Tulong Pangkabuhayan Para sa Pag-unlad ng Samahang- OFW (Tulong PUSO) amounting to PhP 125,000.00; Education and Livelihood Assistance Program (ELAP), Balik Pinas Balik Hanapbuhay (BPBH) amounting to PhP 80,000.00 and Welfare Assistance Program (WAP) amounting to PhP 20,000.00.

With the overflowing government assistance for the towns of the First Congressional District of Bukidnon especially in Manolo Fortich, Municipal Mayor Clive D. Quiño and Representative Ma. Lourdes Acosta-Alba extended their thanks to President Rodrigo Roa Duterte through Secretary Bello and pledged their support in the implementation of different programs and services of the government towards their constituents.

Supporting the event were DOLE Undersecretary Renato Ebarle: DOLE Bureau of Workers with Special Concerns Director Karen P. Travilla; DOLE-X Regional Director Albert E. Gutib; OWWA OIC-Director Harry Borres; DOLE-X Buk PFO Chief Valmores; and Manolo Fortich Public Employment Service Office (PESO) Manager Roger Molina.
