DOLE pays-out more than PhP 2.2M TUPAD/emergency employment wages; benefits 630 MisOr informal/disad

Cagayan de Oro City --- Labor Secretary Silvestre H. Bello III, represented by Department of Labor and Employment Undersecretary Renato L. Ebarle, personally paid-out the Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged Workers (TUPAD) or DOLE’s emergency employment program worth PhP 2,299,500.00 to some 630 Misamis Oriental workers on 26 October 2021 at the municipalities of Salay and Balingoan, Misamis Oriental.

 

DOLE-X Regional Director Albert E. Gutib said the PhP 3,650.00/beneficiary served as payment for the ten-day work on social community services like road cleaning, disinfection and sanitation of local government unit areas.

 

Gutib said Ebarle paid-out 318 beneficiaries in Balingoan Central School, Misamis Oriental from the Municipal governments of Balingoan with 80 beneficiaries; Kinoguitan (80); Medina (79); and Talisayan (79).

 

Most workers-beneficiaries were disadvantaged workers in the informal sector. At such was the gratitude of TUPAD beneficiary Alfredo N. Abcede, a habal-habal driver of Salubsob, Kinoguitan Municipality as he received his MLhuillier reference number as his wage directly from USEC Ebarle.

 

At the start of the pandemic, Abcede could barely meet his financial needs of his family being the sole breadwinner with a children of four and reduced earnings from his habal-habal driving as his main source of living. He was very grateful of the opportunity, especially from the recommendation of his barangay local government unit.

 

Misamis Oriental 1st Congressional District Representative Christian S. Unabia and Balingoan Municipal Mayor Aaron Paul S. Unabia were in all-support on the TUPAD Program and pledged their continued collaboration towards the employment boost of their constituents.

 

Congressman Unabia gave advice to the beneficiaries to use wisely the wages they have received.

 

Ebarle then proceeded to Salay Municipal Gym, Misamis Oriental and directly paid-out the wages of 312 beneficiaries of the municipal governments of Salay with 80 beneficiaries; Sugbongcogon (72); Lagonglong (80); and Binuangan (80).

 

Salay Municipal Mayor Angelo G. Capistrano, Jr. said to the beneficiaries, “Kining TUPAD nakatabang gyud ni ninyo. Nagpasalamat ako sa DOLE kay nabati gyud namo ug sa akong mga constituents ang tabang gikan sa national government.”

 

[I know TUPAD really helped you a lot. I am thankful to DOLE for we at the local have really felt the aid from the national government.]

 

Capistrano also thanked the leadership of Secretary Bello for the development of DOLE programs casted down to the grass root level.

 

Moreover, former Overseas Filipino Worker (OFW) and Salay Municipality TUPAD-beneficiary Arleen M. Cañete was grateful to receive her MLhuillier reference number as her wage during the pay-out ceremony.

 

This is the first job Cañete was employed into after her overseas end of two-year contract as a domestic worker in Saudi Arabia. She decided to stay in her home town after her Myoma operation. Still single, her wages was a big help in defraying the payment of electricity, purchase of rice and food and other household expenses, especially that she is taking care of her aged mother.

Ebarle said Labor Secretary Bello should have personally attended the pay-out ceremony but has to urgently attend and go to Middle East concerns on OFWs’ salaries, as instructed by President Duterte.

 

“Sa perming gisulti ni Presidente Duterte kang Secretary Bello, ‘Kanang kwarta sa Departmento, gastuha na kay kwarta na sa katawhan’. Kanang inyong nadawat karon gastuha na sa tambal o bugas sa inyong pamilya,” Ebarle said.

 

[As always adviced by President Duterte to Secretary Bello, ‘The money of DOLE, should be distributed accordingly for the needs of the people.’ The wages you have received should be used wisely for medicines and rice for the needs of your family.]

 

Ebarle is a Mindanaon public servant by heart with roots in Misamis Oriental and Zamboanga del Sur. He emphasized the strengthened partnership of DOLE with the LGU and underscored the efforts of the Public Employment Service Office (PESO) in carrying out the DOLE programs in the locality.

 

Ebarle was also joined by Misamis Oriental Board Member Wayne Militante, Sugbongcogon Municipal Mayor Mildred Lagbas-Mondigo, Lagonglong Municipal Mayor Jay Albert Puertas, Gingoog City Vice Mayor Pedro Unabia, and DOLE-X Misamis Oriental Provincial Field Office Chief Errol A. Natividad.

 

DOLE’s TUPAD is a community-based package of assistance that provides emergency employment for displaced workers, underemployed and seasonal workers, for a minimum period of ten days, but not to exceed a maximum of 30 days, depending on the nature of work to be performed.
