ALL SYSTEMS GO FOR THE DOLE-ILO CHILD LABOR MONITORING SYSTEM

 

Malaybalay City, Bukidnon --- Department of Labor and Employment, Regional Director Johnson G. Cañete reported that with the untiring efforts of all sectoral partners, the Child Labor Monitoring System (CLMS) in Bukidnon’s sugar areas, has officially taken off. 

 

 

 

Target are some 160 child laborers already profiled.

 

 

 

Strengthened partnership coupled with consciousness raising against the negative effect upon children, is the key factor. The CLMS is now in operation in Bukidnon’s five (5) pilot barangays, namely, Butong, Merangeran, Salawagan, San Jose, and Poblacion, all in the Municipality of Quezon.

 

 

 

Partners include the Barangay Child Labor Program Committees (BCPCs), headed by the Barangay Captains and the Sugar Planter Associations in the district of the Bukidnon Sugar Co. (BUSCO) represented by their crop inspectors. Technical supervision in the CLMS is extended by the DOLE-BPO, ILO and the BUSCO District Tripartite Council (DTC).

 

 

 

DOLE Bukidnon Provincial Field Office Head, Mr. Raul L. Valmores earlier conducted a Planning-Workshop last 19 October 2012 at the Lowan-Lowan Spring Resort, Quezon.

 

 

 

“We want to ensure that the BCPCs and crop inspectors are fully aware and equipped with their roles and responsibilities,” Valmores said. Workshop focused on identifying and outlining the initial activities relative to profiling and monitoring of child laborers, based on the CLMS Framework and the Labor’s Voluntary Code of Conduct against child labor in the sugar industry.

 

 

 

The CLMS utilizes user-friendly data capture forms, strategies for regular and quick-response monitoring, and referral support actions. A computer-based data bank has been developed for accurate reporting, information storage and easy data retrieval.

 

 

 

Meanwhile, the DOLE Bukidnon Provincial Field Office hosted the regular monthly meeting of the Provincial Child Labor Program Committee (PCLC) last 23 October 2012. Mr. Valmores presided in lieu of the Chairman, PSWDO Provincial Director Arsenio Alagenio, who was on official travel.  It focused on Assessment of the performance accomplishments of the DOLE-CLMS.

 

 

 

The Provincial Government’s Reduction of Child Labor Through Collaborative Approach on Education, Health, Skills Training & Family Development and the Sugar Industry Foundation Inc. (SIFI) Strategic Approach in Eradicating Child Labor Through Establishment of the Associate in Sugarcane Production and Management (ASPM) course were discussed.  These initiatives are aimed at fast-tracking the elimination of child labor in the sugar industry.
