65 Northern Mindanao boost employment facilitation thru Public Employment Service Office Managers' y
Manolo Fortich, Bukidnon --- Some 65 Public Employment Service Office (PESO) Managers convened themselves to further boost the employment facilitation of Northern Mindanao with the conduct of its Year-End Planning and Assessment (YEPA), thru the facilitation of the Department of Labor and Employment, Regional Office No. X (DOLE-X) on 26 January 2017 at the Saddle Ridge, Dahilayan, this municipality.
 
DOLE-X Regional Director Raymundo G. Agravante was very grateful on their support, most especially in attendance, “The relationship between the PESO and DOLE has no annulment, separation, nor divorce. The partnership is here to stay that is why DOLE is always ever thankful to all the PESOs.”
 
Director Agravante further said, “Hindi tayo (Region X) dehado when employment is concerned. DOLE is one of the agencies which implemented 100% utilization rate in terms of Bottom Up Budgeting (BUB) implementation. We are most especially very thankful to the PESO for their counterpart on the BUB implementation or else the Department has not achieved its target for its Productivity Incentive Bonus, as being one of the major components on its receipt.”
 
Agravante also disclosed that DOLE-X has already distributed some 27 desktop computers, excluding printers, as support and incentive to the performing PESOs.
 
Likewise, the annual financial assistance to performing and active PESOs has been increased from PhP 2,000 to PhP 5,000 to some 49 PESOs who religiously submit reports and continuously support all DOLE programs.
 
“These are all encouragement the DOLE can give to those PESOs who really work had. In fact, I personally proposed to our Central Office on this said incentive increase and now am also proposing for a PhP 2,000 per month,” Director Agravante humbly disclosed.
 
On the pending bill on the amendment of PESO Act, Director Agravante explained that there is a proposed amendment to mandatory institutionalize the PESOs in every Local Government Unit. He further suggested that a direct coordination with the Department of Interior and Local Government and DOLE shall be established.         
 
PESO is the ever-active partner and local counterpart on DOLE Programs in terms of facilitating employment down to the grass-root level.
 
“Ang DOLE naningkamot na ang mga program mas mapaduol sa inyo ug sa atong mga cliente. Kamo among alter-egos sa Departamento. (The DOLE makes it a point that our programs will be cascaded down to all our clients. You are our alter-egos in the Department.) We value you a lot,” OIC-Assistant Regional Director Lucila S. Pulvera encouraged the participants.
 
In order to embrace the DOLE program directions, especially under the administration of President Rodrigo R. Duterte and to move forward together to one goal, the DOLE 8-point agenda was showcased as strongly spearheaded by Labor Secretary Silvestre H. Bello III: (1) continuously enhance and transform the DOLE into an efficient, responsive, purposeful, and accountable institution; (2) address the persistent problems of unemployment and underemployment – commending Region X with the highest placement rate nationwide; (3)  ensure full respect of labor standards and the fundamental principles and rights at work; (4) continuously strengthen protection and security of our Overseas Filipino Workers; (5) bring more focus and accessibility in workers’ protection and welfare programs; (6) Achieve a sound, dynamic, and stable industrial peace with free and democratic participation of workers and employers in policy and decision-making processes affecting them; (7) have a labor dispute resolution system that ensures just, simplified, and expeditious resolution of all labor disputes; and (8) have a responsive, enabling, and equitable labor policies, laws, and regulations.
 
With the steady increase in demands of the Labor Market Information (the supply and demand of employment), the Special Program on the Employment of Students (SPES) provides temporary employment to poor but deserving students and out-of-school youths; encourages wage subsidy, thereby enhancing the income of the family; and which the salaries for income augmentation yield school retention. New forms were also presented.
 
Moreover, Department Order No. 137-14 on the updates on DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) was presented and is designed especially in promoting livelihood entrepreneurship among our workers in the informal sector, as well.
 
From the reports of the past year, employment facilitation through the PESO accounted 6.7% contribution in terms of placement to the total employment of the region, which is about 134,000 employed persons.
 
With these developments, Director Agravante assured the PESO Managers that DOLE-X will continuously provide basic trainings and learning sessions, especially to newly appointed managers.
 
In his response, PESO Federation-X President and Malaybalay City PESO Manager Herculano S. Ronolo reported that Region X PESO ranked number six in attendance support to the PESO Congress in Cebu City the previous year. He called on all his members to increase the participation during the coming 2017 PESO Congress to be hosted by Region X. The group is now readily anticipating the preparatory details for a successful conduct.
 
PESO Congress, a convening of all PESO Managers nationwide, will be effected sometime October this year.
