DOLE North Min conducts CSO consultation on 2018 budget formulation
Cagayan de Oro City---“In you lie the employment facilitation of our marginalized Filipinos in the region and we are thankful for your support. You have been actively responding to the call of developing strategies for the poor in preparation of budget proposals. This is primarily the reason why you, the Civil Society Organizations (CSOs) are here today,” the message of Department of Labor and Employment-X (DOLE-X) Regional Director Raymundo G. Agravante before the 12 CSOs who attended the 2018 Budget Consultation held on 7 March 2017 at Balai Nazareth, this city.
In his message, Agravante added that the rationale behind said activity is that the people from the grass roots know more what they need, so it is fitting that they be consulted for the budget of the projects that are dedicated to them.
With this, all DOLE livelihood-related programs that need budget are being consulted from the CSOs, he further said. “I hope that your contribution to this budget consultation can give more meaning and strength to the budget of our department,” Agravante finally remarked.
Relative to this, the Department of Budget and Management (DBM) requires that the processing of budget for all National Government Agencies (NGAs) and Government-Owned and/or Controlled Corporations (GOCCs) shall have to go through some consultation from the people.
Joined by DOLE-X OIC Assistant Regional Director Lucila S. Pulvera, the provincial field office heads and focal persons, the CSOs represented non-government organizations (NGOs), people’s organizations, cooperatives, foundations, and other citizen groups formed primarily for social and economic development.
In her closing statement, Pulvera explains that the agency is maximizing its efforts for the greater involvement of CSOs in formulating anti-poverty and basic public projects in their respective municipalities in the region.
“Through this, we aim to incorporate new ideas and integrate adjustments in program budgeting and implementation to be more responsive to their needs,” Pulvera said.
Meanwhile, Planning Officer Bernie Boy T. Salinas presented DOLE’s Priority Municipalities and DO 173 amending DO 137 of DOLE Integrated Emergency Employment Livelihood Program while Budget Officer III Akisa L. Guro laid the 2018 budget.
The one-day activity wrapped up with the workshop output presentation that contained issues, concerns and recommendation.
