DOLE-X holds 2nd Sugar Workers Forum to Bukidnon Migratory Sugar Workers

Maramag, Bukidnon --- The Department of Labor and Employment, Regional Office No. X (DOLE-X), through its Bukidnon Provincial Field Office (Buk PFO) gathered about 80 representatives from Greenhand company, Migratory Sugar Workers (MSWs), Municipal Tribal Chiefs, PESO Managers, members of Kilusang Mayo Uno-Northern Mindanao Region (KMU-NMR), Unyon ng mga Manggagawa sa Agrikultura (UMA) and their local affiliate, and OGYON or Onyon sa Yanong Obrerong Nagkahiusa on 17 March 2017 at Villa Estela Inn, this municipality.


The forum was headed by DOLE Undersecretary (USEC) Joel B. Maglunsod with former DOLE-X Regional Director Raymundo G. Agravante as well as with the new DOLE-X Regional Director Joffrey M. Suyao, DOLE-XII OIC Regional Director Albert Gutib and some Bureau of Workers with Special Concerns (BWSC) staff.


DOLE-X Bukidnon Chief Raul L. Valmores explained that the employment issues of MSWs is one of the concerns of DOLE-X. “This program is currently being implemented by the BWSC of the Department through Department Order No. 159, Series of 2016, signed on 22 June 2016, pertains to the Guidelines for the Employment of MSWs with its objectives to ensure their rights and provide protection during their employment,” Valmores further clarified.


Valmores further quotes, “This consultation forum was mainly held to facilitate the grievances, issues and concerns among workers in the sugar industry and also aims to maximize the support of all parties as a convergence effort in the Sugar Industry leading to the protection and welfare of the workers.”


During the forum, every representative were given time to express their individual and group issues which was personally answered and discussed by USEC Maglunsod with Mr. Luis M. Reynoso, Officer-in-Charge of Worker’s Social Amelioration Development Division (WSADD) of BWSC.


At the end of the forum, Rosalito Bravo, a resident of San Miguel, Maramag, Bukidnon and was one of those MSWs deployed in Tarlac appreciated the forum during his testimony, “We are very thankful that USEC Maglunsod personally handled this forum. We are pleased that our concerns were heard and were given appropriate attention.”


Mr. Bravo arrived on 24 January 2017 from Tarlac with the help of the Department of Social Welfare and Development (DSWD) and UMA after experiencing firsthand employment abuses.


“I’ve observed that the government now is really giving their attention especially to us Indigenous People (IPs) who are also sugar workers in their area,” noted Datu Gregorio Tambog, an IP Coordinator of the LGU-Quezon and residing in Poblacion Quezon.


“Through this forum, we are given information on the rights of MSWs, since these groups were mostly exploited by big companies and investors. This will greatly help us and our residents,” Tambog added.


Datu Tambong is also a Tribal Chief that had MSWs in his community.


“By means of this forum, I can now inform other IPs to be more alert if in case malicious hiring of MSWs is evident,” Tambong assured.


USEC Maglungod reassured the workers in the agricultural sector in the compliance of labor laws and eliminating the prohibited practice with regards to employment of MSWs as he declares, “Our fight is not yet over!”


 “Let our workers enjoy the benefits that are due them. I encourage all concerned parties to voluntarily adhere on what is in the law.” Maglunsod assured during his closing message.
