60 Oro barangays pledge skills registration thru DOLE NSRP

Cagayan de Oro City - - - The Cagayan de Oro City Jobs Placement Bureau of the Public Employment Service Office (PESO) conducted a joint Productivity and Employers Forum on 7 March 2017, with the participation of the various barangays in the rural and urban areas of the city, and in partnership with the various PESO Managers of Misamis Oriental during their League meeting at De Luxe Hotel, Capt. Vicente Roa Street, this city. 

 

The kick-off activity on 3 February 2017 was in collaboration with the Department of Labor and Employment, Regional Office No. X (DOLE-X), through its Eastern and Western Misamis Oriental Provincial Field Offices, and attached agency the Regional Tripartite Wages and Productivity Board-X (RTWPB-X).

 

Some 39 rural and 30 urban barangays with 19 Barangay Captains and 13 PESO Managers attended and listened to the local employment programs of the Department.

 

Then DOLE-X OIC-Assistant Regional Director Lucila S. Pulvera explained the National Skills Registry Program (NSRP) of the Department: “Ang NSRP- isa ka programa nga gigahin  sa DOLE para matagaan ug atensyon ang atong mga skilled person sa atong mga barangays pero wala nato ni nakita ug wala nato ni na-appreciate tungod sa adunay kakulangon sa sistema nga dapat nato ibutang sa barangay, (The NSRP is a program of DOLE which looks into the listing the available skills of employable persons in our barangays but this has not been appreciated due to some small glitches in the system that should be placed in the barangays, which we are addressing right now.”

 

The NSRP system simply means that when a certain prospective employer visits a locality and look for instance, some Carpenters – we will know what skills are available because we are profiling them thru the PESO.

 

Pulvera further added, “The NSRP database should always be available in all our barangays in order to answer the needs of the establishments and at the same time, easier to give quality service and boost employment.”  She then motivated the participants to find interest and enthusiasm in learning the said program.

 

The NSRP is a web-based National Skills Registry System in the Philippines. It aims to create a readily available Information Technology database in addressing the country’s growing problem on skills vs. job mismatch. The system captures the pool of available talents down even at the barangay level, nationwide.

 

The Local Government Units down at the municipality level register the available skills of their constituents looking for jobs. The employers are likewise, given the assurance that the skills registered are up to date and only those who are actively searching for employment are shown since the project is the “liveness” of the skills registry.

 

On the other-hand the DOLE Integrated Livelihood Emergency Employment Program (DILEEP), especially for the workers in the informal sector, was also advocated.

 

CDO PESO Manager Kathleen Kate D. Sorilla said, “It is only during the implementation of the DOLE’s program on the Special Program for the Employment of Students (SPES) that our office is noticed. This time, we will enlighten you – our counterparts in the barangays - on the importance of this program.”

 

“In the next orientation schedule, we will invite one of DOLE’s attached agencies, the Philippine Overseas Employment Agency, Regional Extension Unit-X (POEA REU-X) and some other agencies to discuss their respective programs and services related with employment,” Sorilla added in closing.
