DOLE-X cascades Singapore learning in productivity and labor management through NCMB 10

Cagayan de Oro City---The Department of Labor and Employment-X through the National Conciliation and Mediation Board-10 conducted a regional-wide labor and management cascading activity as part of its re-entry plan submitted to Nanyang Polytechnic (NYP) and the Temasik Foundation of Singapore.

 

The Labor-Management Cooperation (LMC) Seminar on DOLE Convergence Program was held on 17 and 19 May 2017 at the Grand Caprice Restaurant, Cagayan de Oro City and Inahan sa Kinabuhi in Iligan City, respectively.

 

Glenford C. Labial, a Senior Labor and Employment Officer of DOLE-X was sent to NYP along with 15 other delegates to participate in the Productivity and Innovation in Labour Management Specialists’ Programme from 3 February-3 March 2017. The training was on designing gain-sharing schemes and in building trust for a transparent performance-based and gain-sharing formula that will be applied during LMC discussions, as well as collective bargaining agreement negotiations.

 

A total of 270 labor and management participants representing 45 companies attended the one-day cascading seminar. 

 

NCMB-10 OIC Director Atty. Ligaya R. Lumbay expressed that the activity aimed to orient the participants of the various functions and programs of the NCMB as well as those of the DOLE’s responsible offices and attached agencies’ programs and services.

 

In her welcome message, Lumbay said, “We hope that the learning will strengthen capacities of program implementers in the plant level who had established labor and management partnership as well as as introducing mechanisms and productivity in performance-based benefits in CBA negotiations to ensure better workplace and innovative workforce”.

 

Adding to NCMB, programs on productivity, occupational safety and health, family welfare, grievance, and employees’ compensation and benefits are converged to address decent work deficits, increase productivity and competitiveness of enterprises and foster harmonious labor-management relationships and industrial peace. DOLE-X Regional Director, Joffrey M. Suyao also discussed DO 174-17, the new Rules implementing contracting arrangements.

 

Other Singapore scholars who presented outputs include Atty. Ligaya R. Lumbay; Isobel B. Tabaniag and Junaliza S. Aragon (all from NCMB-10); Atty. Ma. Vergel B. Walag (RTWPB-10); and Zenona Ortiz (Oroport Cargohandling Services, Inc.).

 

LMC regional best practices were also introduced by Nestle Philippines, Inc.; ILIPCO; Oroport Cargohandling Services; Dole Philippines, Inc (South Skyland) and Del Monte Phils. Inc. (Plantation).
