Tubig na Nagbibigay Buhay at Hanapbuhay

Iligan City --- The Department of Labor and Employment, Regional Office No. X (DOLE-X), through its Lanao del Norte Provincial Field Office (LDN PFO), under its DOLE Integrated Livelihood and Emergency Employment Program (DILEEP), released to the Marginalized Farmers Association of Barangay Delabayan a livelihood financial assistance of PhP 410,250.00 for their Water Refilling Station Project on 24 May 2017 in Delabayan, Kauswagan, Lanao del Norte.

 

DOLE- X Regional Director Atty. Joffrey M. Suyao headed the turnover which was also attended by 5th Mechanized Infantry Battalion (General Staff College [GSC]) Philippine Army (PA) Major Edgar S. Villanueva; and Infantry GSC PA and Commanding Officer of the 15th Infantry Battalion Lieutenant Colonel (Lt. Col.) Ericson V. Rosana.

 

Major Villanueva and Lt. Col. Rosana both extended their full support to project and committed in patronizing the product of the association that will supply the needs of the whole Mechanized Brigade and the Army Battalion headed by the said two Armed Forces officers. They also emphasized that through their rigorous efforts to maintain peace and order in the province and with the help of the National Government Agencies, growth and development can be acquired by the residents of Delabayan. Likewise, they both substantiated enhancement of the project later on.

 

Meanwhile, Director Suyao expressed his full support to the development of the Barangay and emphasized the mandate of Labor and Employment Secretary, Silvestre H. Bello III for DOLE to complement the government’s program of peace and development in every barangay of the country through collaboration and convergence of resources with our private and public partners.

 

On the other hand, residents in the barangay were very ecstatic and delighted by the project. They promised support and cooperation by all residents to ensure the success of the project.

 

It can be recalled that on 21 March 2000, an all-out war against the Moro Islamic Liberation Front (MILF) was declared by the Philippine government. The MILF, which was allegedly led by Abdullah Makapaar, also known as Commander Bravo, initiated an attack at the different municipalities of Lanao del Norte. It was in the Municipality of Kauswagan where Commander Bravo camped out during the conflict specifically in a deeply forested area in Barangay Delabayan.

 

Barangay Delabayan was a “no man’s land”. With the help of the government and the private sector, and full support and cooperation from the residents, the barangay has slowly recovered from devastation.

 

The water refilling station is another collaborative undertaking by the residents and the government, thru facilitation by the Armed Forces of the Philippines and funding from DOLE-X, as manifest drive to pump-prime the economic activity in the area and ensure lasting peace. The Salaam Waters or the Water for Peace clearly shows that after all the chaos and turmoil, there is  Water for Life and Water for Peace.
