DOLE-X conducted TUPAD orientation to 303 Mis. Occ.-Panaon displaced workers with P1M emergency empl

Panaon, Misamis Occidental---- On August 22, 2017, Department of Labor and Employment Regional Office No. X (DOLE-X), through its Misamis Occidental Provincial Field Office (Mis. Occ. PFO), conducted an orientation seminar on “Tulong Panghanapbuhay sa ating Displaced/Disadvantaged Workers” (TUPAD) program at the Municipal Hall of this municipality.

DOLE-X Mis. Occ. PFO Chief Leonardo G. Rodrigo oriented the 303 displaced workers on TUPAD rules and guidelines. Basic orientation on Occupational Safety and Health was also conducted by the PFO Labor Laws Compliance Officer (LLCO) Conrad Miguel Atienza.

TUPAD is a component of the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) which provides opportunity to disadvantaged workers, who are self-employed and have lost their livelihood, the underemployed and unemployed poor through community-based works.

“It is one of DOLE’s commitments to generate community employment by means of social, economic and agro-forestry projects, providing the displaced workers with an immediate source of income,” Rodrigo said.

Under the TUPAD program, the beneficiaries shall engage in public market and street clean-up, de clogging of canals, municipal grounds beautification projects, and other social community projects for a minimum of 10 days, but not exceeding 30 days.

A total of PhP 982,956.25 shall be paid as wages to the worker-beneficiaries. The rest of the amount will be used for the acquisition of their Personal Protective Equipment (PPE) of the TUPAD workers and GSIS Insurances.

In addition, the emergency employment of the target beneficiaries does not only provide workers with livelihood opportunities, but also the chance to improve the quality of their physical living conditions while contributing to the welfare of the community in general.

Apart from the temporary employment, the project also supports the municipal government’s disaster risk reduction and waste management in the community.

In conclusion, Rodrigo hoped that the all-out cooperation of the Local Government Unit (LGU) of Panaon and the active participation of the beneficiaries will help in the success of the implementation of the program.
