Life changing DOLE SPES program, 2 beneficiaries graduated as Cum Laude securing employment to sustain families

Oroquieta City --- The Special Program for the Employment of Students (SPES) of Department of Labor and Employment Regional Office-X (DOLE-X) through the Provincial Field Office (PFO) of Misamis Occidental (Mis. Occ.) definitely made an impact on the lives of the two beneficiaries who graduated with high honors. They even recalled how the program helped in bridging education to their employment which molded them into fulfilled achievers in their respective fields.

“Your level of success is determined by your level of discipline and perseverance,” said SPES beneficiary Anna C. Saunders who graduated with a degree of Bachelor of Secondary Education major in Mathematics Cum Laude at Sacred Heart College of Calamba, Inc., this province.

The 22 year old resident of Calamba, Mis. Occ. and the only girl from 4 siblings, lost her father at the age of 8 that left her mother with all the responsibilities for their family.

“My mother’s earnings as a manicurist in the public market is the sole income for the entire family, thus, made me help her sell buko (coconut) juice after school hours,” Saunders explained.

According to her, a working student is not something to be ashamed of but instead she excitedly claimed how grateful she was as a working student and used her SPES earnings defray her tuition fees and allowances.

Saunders became a SPES beneficiary for four consecutive summers from 2014 to 2017, where she was assigned at the school community services such as tree planting activities.

“I will surely promote the program to other students especially to those with a solo parent. I have seen how my mother struggled with all the daily expenses that is why I persisted to finish my studies and luckily now, I am a Mathematics Professor in one of the schools in our municipality. I will not be here where I am today without the SPES program of DOLE that augmented my schooling fees for four years,” Saunders gratefully expounded.

DOLE- X Mis. Occ. Provincial Chief Leonardo G. Rodrigo gave his emphasis on the lawful conduct of SPES that is mandated under Republic Act. No. 9547, with the specific aim of helping the poor but deserving students and out-of-school youths to pursue their education by encouraging employment during summer, Christmas vacations or any time of the year for students in the tertiary, technical or vocational level.

SPES is implemented every year wherein students are assigned to work in registered establishments or government institutions. They shall render a minimum of 20 days but not more than 52 days. Employers will pay 60% of their salary not lower than the applicable minimum wage or hiring rate in the area, while DOLE pays the 40% share previously through Land Bank of the Philippines accounts, now through ML money remittance centers for easier withdrawal anywhere in the country.

For 2017, the total budget allocation for SPES in the province of Misamis Occidental is PhP 5,085,000.00, thus highlighting the pledges of the employers of the entire province.

Furthermore, Charina O. Capundag, 22 years of age, another beneficiary of the SPES program from school year 2013-2017 of Sacred Heart of Calamba Inc. said, “My earnings from working as SPES beneficiary lightened the burden of my father who work as a farmer in the far-flung areas of our municipality in paying my school obligations during examination”.

For Capundag, the things she learned from being a student worker assigned in the school office led her to take up Bachelor in Office Administration where she graduated as Cum Laude on March 2017.

“I owe my success to DOLE’s SPES. It made me understand the importance of persistence and diligence in achieving one’s dream. You need to have humility, honesty, patience and hard work---these are the core values that I have developed since becoming a student-worker under the SPES”, Capundag added.

Capundag is currently employed under the Government Internship Program (GIP) of the Department since May 2, 2017 where she is assigned in the Municipal Hall of Calamba.
