122 Sumilao and Talakag displaced/disadvantaged workers provided TUPAD emergency employment


Malaybalay City, Bukidnon --- The Department of Labor and Employment, Regional Office No. X (DOLE-X) - Bukidnon Provincial Field Office (Buk PFO) conducted a series of orientation seminars on the Tulong Pangkabuhayan para sa mga Displaced/Disadvantaged Workers Program (TUPAD) on 22 January 2018 at Sumilao, on 29 January 2018 at the Municipality of Talakag, on 5 February in San Fernando; and 6 February in Impasug-ong, this province.


TUPAD program provides beneficiaries in the informal sector with employment to sustain their family’s basic needs while they are preparing for regular wage employment or other sources of income such as self-employment through livelihood undertakings. Qualified beneficiaries are the unemployed or underemployed, laid-off or terminated as a result of permanent closure of an establishment, and those who were self-employed and have lost their livelihoods due to natural or man-made disasters and armed conflicts or general economic conditions. These target beneficiaries fall under the poverty threshold with no permanent employment and most often than not are usually displaced from their seasonal jobs.


The beneficiaries were oriented on TUPAD’s requirements and procedures for the pre, post, and implementation stages; safe and healthy work conditions; the eligible projects for implementation such as social, economic, and agro-forestry community projects.


Partner local government units and corresponding barangay units will provide necessary Personal Protective Equipment (PPEs) like T-shirt, work boots, buri hats and tools to perform their work accordingly. This support serves as their equity for the implementation of this project.


DOLE-X Buk PFO Chief Raul L. Valmores informed that the Regional Office has already approved the following budget for the payment of salaries of the 122 beneficiaries: PhP 387,905.00 for Sumilao Municipality; PhP 436,340.00 for Talakag Municipality from the PhP 338.00 minimum daily wage as the base rate. The 20 days work duration is also provided with GSIS insurance.
