85 SEADOs/Labor Desk Officers capacity building conducted

Cagayan de Oro City---The Department of Labor and Employment, Regional Office No. X (DOLE-X) recently conducted the Regional Capacity-Building attended by 85 Single Entry Assistance Desk Officers (SEADOs) at Marianne Suites on 23-24 April 2018.

The training theme, “Developing Win-Win Strategies in Labor Disputes through the Single Entry Approach,” was participated by six Provincial Field Offices and attached agencies of OSHC; ECC; NRCO; NLRC-RAB; NLRC 8th Division; PRC; RTWPB; OWWA and NCMB. NCMB-X was the technical partner which provided the speakers and technical areas/topics.

“SEADOs need to be capacitated with the right knowledge and guidance for them to resolve issues without making complications like litigation.”

This is a good training for you because SEnA fosters an environment where employers and employees can reach a compromise settlement regarding labor-related issues, and for them to emerge as partners in decision and policy-making processes,” says DOLE-X OIC Assistant Regional Diretor Estrella U. Pahalla on her message to the 85 participants.

Activities included case analysis, role playing and critiquing aimed to develop the skills of the participants in the capacity-building workshops.

SEADOs are the frontline implementers of the Single-Entry Approach (SEnA) program under the Department Order No. 107, series of 2010 signed on October 5, 2010, which prescribes a 30-day mediation-conciliation services for all labor and employment cases.

SEnA is an administrative strategic approach aimed to provide speedy, impartial, inexpensive and accessible settlement procedure for all issues/complaints arising from employer-employee relations that prevents disputes from developing into full blown cases. Under this approach, a 30-day mandatory conciliation-mediation process cycle time is allowed for settlement of complaints/cases filed before any of the DOLE offices.

NCMB-X Conciliator-Mediator Isobel B. Tabaniag; MALSU-X Med-Arb Atty. Amor Condeo C. Bajarla; NLRC –RAB-X Executive Labor Arbiter Atty. Ramex C. Tiglao; NCMB-X Regional Director Ligaya R. Lumbay; and NCMB Deputy Director Teresita E. Audea served as resource speakers during the two-day activity.
