46 Oro-Mis Or Engineers support Technical Safety Inspection

Cagayan de Oro City --- On the 22nd of March 2019, the Department of Labor and Employment, Regional Office No. X (DOLE-X), in partnership with the League of Municipalities of the Philippines, conducted an orientation on Technical Safety Inspection (TSI) to 48 professionals at Grand Caprice Restaurant, Limketkai, this city. The safety training was intended for the engineers from the different localities of Misamis Oriental. Villanueva Municipal Mayor and the League of Municipalities Misamis Oriental Chapter President Jennie Rosalie T. Uy and El Salvador City Mayor Edgar S. Lignes graced the event.

Safety should be everyone’s concern which protects people from hazards in the workplace and at home. Nowadays, safety is taken for granted and is simply underestimated. In his message, DOLE-X Regional Director Atty. Joffrey M. Suyao expressed, “We at the Department always believe that we can do so much if we work together.” He pointed out that the economy benefits if workers are both safe and happy in workplaces leading to productive workers and positively contribute to improved businesses. He also said that the Misamis Oriental province as the rising industrial zone of Northern Mindanao is where the concentration of orientation on health and safety is prioritized like all other areas in the region considering the number of workers and vibrancy of businesses.

Mayor Uy believed that since Misamis Oriental is slowly becoming to be highly industrialized, orientations such as these is among the best preparations for all the technical staff of companies to increase their level of awareness. In addition, she said, “The first reason why we need to know the requirements on general labor standards and the provisions of technical safety is to protect our employers and every workingman in our province. We are therefore espousing a more safe work environment thereby creating a healthy workforce.”

Discussions included Republic Act No. 11058 or the Occupational Safety and Health (OSH) Law and its implementing rules and regulations, Department Order No. 13-1998 or the Guidelines in OSH in the Construction Industry and salient provisions of Technical Safety Inspection.

Local Government Unit of Tagoloan Municipal Civil Engineer Paul A. Omongos gave his insights about the orientation, “TSI reminds us about the importance of safety and how to make it as a way of life. It also helps the LGUs in implementing the safety procedures to its constituents. Further, it is noteworthy to advocate that workers are now vested with the right to refuse unsafe work and unsafe condition. The worker is now imbibed with the right to seek for personal protective equipment not as a choice but more of a necessity and requirement that employers are under obligation to make PPEs available for use by every worker for free.” Engr. Omongos also shared that he learned about the penalties of violating the safety rules, the levels of risks, and the prescribed documents that need to be complied with.

The compliance to OSH policies poses a great challenge to the LGUs which need apt advocacy for awareness and consequent practice encouraging workers to make it as a way of life by the motivation of management in partnership with this Department.
