DOLE-X launches free-eight hour orientation on Occupational Safety and Health

 

Cagayan de Oro City --- The Department of Labor and Employment, Regional Office No. X (DOLE-X) launched the free-eight hour orientation on Occupational Safety and Health (OSH) rules and standards for all workers in the private sector on 29 April 2019 in its activity center of the Trinidad Building, this city. The launching is the highlight of the World Day of Safety and Health celebration every April 28th of every year.

 

Inspired by the International Labor Organization centenary anniversary, DOLE-X Regional Director Atty. Joffrey M. Suyao highlighted the launching of safety and health orientation for all workers. “DOLE-X will always be proactive in assisting workers in the region in capacitating them through the free-eight hour knowledge-orientation on the rules, regulations and standards on occupational safety and health despite the increasing challenges in the risks and work hazards of today and the future,” Director Suyao emphasized in his message. He commended everyone for the support in attendance and encouraged their collaboration in informing all other employers and employees in the private sector to observe the said mandatory orientation, in compliance with DOLE Department Order (DO) No. 198-18 or the Implementing Rules and Regulations of Republic Act No. 11058 entitled, “An Act Strengthening Compliance with Occupational Safety and Health standards and providing penalties for violations thereof” effective 6 December 2018. Said DO will strictly enforce penalties through various administrative fines.

 

The implementation of the DO was fortified through a signing of a Memorandum of Agreement, between DOLE through Director Suyao, OSH Network-X and five of the region’s Safety Training Organizations: (1) J3 Trainers and Consultants, Inc.; (2) HSE International Health Safety and Environment Consultancy; (3) MSRS Safety and Health Training Services; (4) MJ Consulting Services; and (5) Safety Organization of the Philippines, Inc. in formulating a uniform module to be implemented within the region. The signing was witnessed by 100 safety practitioners, representatives of the MSMEs, labor, management sectors, consultants, and government representatives and other social partners of the Department. The eight-hour free-of-charge OSH orientation is a maiden initiative of DOLE-X and is its noble contribution to a global call for increased awareness of OSH at all workplaces.

 

Further, DOLE-X Assistant Regional Director Estrella U. Pahalla reinforced the activity through her welcome message, “The 100th year of continuing movement towards improving OSH is a global commitment of countries who believe that their greatest assets that can propel their economies and all developmental undertakings are not material resources nor policies but healthy and safe human resource. We are proud to say that the Philippine government specifically through - the DOLE pushes for that advocacy and battle-cry claiming that healthy and safe workers is always beyond reproach and never negotiable. The DOLE and all its stakeholders and social partners in Northern Mindanao believe that in promoting safety and health in workplaces is not only reminding enterprises to comply with policies, but most of all save lives- that is - from accidents and even death.”

 

Director Suyao informed that DOLE-X will further announce its pilot implementation sometime in May this year. The advancing of the safe and healthy standards among workers is also in support with the Duterte administration towards inclusive growth towards economics and development, simply stated that the government does not want anyone to be left behind. He ended by saying that healthy and safe workers are undisputedly happy workers who create stable economies for their families and the nation.
