CAGAYAN DE ORO CITY — The Normin Regional Tripartite Wages and Productivity Board (RTWPB-X) Chairperson and Department of Labor and Employment (DOLE-X) Regional Director Albert E. Gutib instructed the Labor Inspectors (LIs) to boost the monitoring of the implementation of the new Wage Orders in the workplaces in the private sector through the Department’s visitorial power under its inspection program.

Moreover, Gutib directed his team to boost the conduct of Labor Education Seminars to update the micro, small and medium enterprises (MSMEs) on the latest Labor Standards and other labor-related issuances. This is to ensure a more cooperative labor-management relations and the attainment of decent and productive work.

On 18 June 2022, the minimum wage increase’s first tranche took effect amounting to P25. While the second tranche effective 16 December 2022 has an increase of P15-22. These increases are based on Wage Order No. RX-21 for workers in the private sector.

Also, under RBX-DW-03, monthly wages for domestic workers or kasambahays increased to P4,500 for cities and first-class municipalities and P3,500 for other municipalities, also effective on 18 June 2022.

Gutib, likewise instructed the Provincial/Field Offices, in coordination with RTWPB-X to strengthen the information campaign on the said Wage Orders thru Wage Clinics, region-wide.

As cited from the International Labour Organization (ILO), Gutib said the purpose of minimum wages is to protect workers against unduly low pay, ensure a just and equitable share of the fruits of progress to all, overcome poverty, and reduce inequality, especially in this time of economic recovery due to the COVID-19 pandemic.

Labor Laws Compliance System, pursuant to DOLE Department Order No. 183 (s.2017) or the Revised Rules on the Administration and Enforcement of Labor Laws, the DOLE through its Labor Secretary has the visitorial and enforcement power under Article 128 in relation to Article 303 of the Labor Code of the Philippines, as renumbered. It also fosters a culture of voluntary compliance with labor laws among establishments thru effective dissemination of DOLE programs and services. Thru this program, the DOLE aims at improving work conditions, employer-employee relations, productivity, and providing incentives for compliant establishments.
