Cagayan de Oro City – The 100 Public Employment Service Office (PESO) Managers, staff and Job Placement Offices (JPOs) were capacitated on the Department of Labor and Employment (DOLE) Integrated Livelihood and Emergency Employment Programs and new policy directions in employment facilitation in light with the transitions in the national and local government, during the Regional PESO Mid-Year Performance Assessment and Re-Planning cum Learning Sessions on 17-18 August 2022 at De Luxe Hotel, here.

DOLE-X Regional Director Albert E. Gutib said the annual event is in partnership with the PESO Managers Association of the Philippines, Incorporated (PESOMAP Inc. – X). He reported that the first semester regional targets of the year were accomplished by the PESOs and JPOs.

Gutib expressed his gratitude to all Normin PESOs and JPOs of their efforts, performance and hard work in the accomplishment of the regional targets and the region’s employment recovery from the COVID-19 pandemic.

Moreover, Gutib is in the forefront of capacitating the PESOs and JPOs in the region, most especially the 13 new PESO Managers and the boost of DILEEP implementation in the local level on project monitoring thru the perspectives of the Accredited Co-Partners (ACPs).

In fact, Panglingkawas Women’s Federation (PAWFED) Chief Executive Officer and DOLE-X’s ACP Blenda M. Desierto shared their organization’s best practices. “Daghan kaayo natabang ang DOLE kanamo ug sa among mga miyembro. (DOLE has helped us and our members a lot.) Nakapagpatayo na kami ng sariling building sa aming sariling lote at may pitong chapters sa Iligan City at kami na rin nag manage sa Pasalubong Center in the province of Lanao del Norte na naka-display ang lahat ng DOLE-assisted products. DOLE kayo ang nagsimula, kayo ang nagbigay buhay sa amin sa PAWFED. At dahil sa inyo, marami na kaming natulungan like fisherfolks, farmers, women, PWDs, senior citizens, youth, and rebel returnees. Saludo kami sa inyo,” she said.

Likewise, DOLE’s Bureau of Local Employment discussed the new policy directions including labor market analysis and DOLE issuances pertaining to livelihood and emergency employment.

New policy thrusts are revision of PESO program for the proposal to amend PESO Law to heighten institutionalization in the local level; roll-out capacity building to align with social and legal requirements; explore other means and modes of conducting job fairs taking into consideration emerging online tools and cascading its uniform guidelines into the regions.

Moreover, the event promoted open and creative exchange of ideas on best practices. In the discussions, Gutib emphasized to boost communication between DOLE and the PESOs for a smooth program implementation especially on the emergency employment and Government Internship Program.

Moving forward, there is a boost on employment for the digital transformation era and promotion of gainful employment by increasing employability and modernizing technical and vocational training and apprenticeship. Also, the promotion of sound labor management and industrial peace is strengthened by promoting shared responsibility between workers and employers, tripartism and social dialogue, and labor justice. DOLE is also looking into the boost of bureaucratic efficiency thru apt delivery of accessible, prompt and continuous services.

Activities and advocacies, in partnership with the PESOs, in the pipe-line before the year ends include, regional National Skills Registration Program online orientation for phase five implementers on 19 August; First-time Jobseekers Assistance Act one-stop shop activity in Limketkai Mall on 23 August; Special Program for the Employment of Students online orientation on 24 August; and 22nd National PESO Congress in Pampanga on October.

Gutib is grateful to the Provincial Government of Misamis Oriental led by Governor Peter Unabia for hosting the governor’s night of the event at Mallberry Suites Business Hotel.

The PESO is a non-fee charging multi-dimensional employment service facility or entity established in all LGUs in coordination with DOLE pursuant to R.A. No. 8759 or the PESO Act of 1999 as amended by R.A. No. 10691.

The PESO aims to ensure prompt and efficient delivery of employment facilitation services as well as to provide timely information on labor market and DOLE programs.
