Cagayan de Oro City — The Public Employment Service National Certificate IV (PES NC-IV), the first-ever in Northern Mindanao, is now in the works during the ocular inspection of Cagayan de Oro BUGO School of Arts and Trades (COBSAT), a legitimate Technical Vocational Institution (TVI), as part of its application for accreditation as an Assessment Center (AC) on 3 August 2022, here.
Technical Education and Skills Development Authority (TESDA-X) requested the partnership with the Department of Labor and Employment (DOLE-X) thru Assistant Regional Director Estrella U. Pahalla in her capacity as a PES NC-IV National Lead Assessor and Technical Expert for the approval for COBSAT to be an AC.
Pahalla assessed COBSAT of its readiness to be an AC and ensure compliance with the minimum requirements as prescribed in the TESDA Board’s Training Regulation for the recently approved PES- NC IV competency qualification. Review of requirements included faculty and staff qualifications, physical site and facilities, tools, equipment, supplies and materials in accordance to PES-NC IV training regulation approved by TESDA in 2020.
During the visit-validation, Pahalla said COBSAT has some areas needing for improvement and compliance and given 15 days or until 24 August 2022 to substantiate minor deficiencies based on the qualification standards.
The TESDA Qualification for PES-NC IV consists of competencies aligned with the promotion of full employment facilitation towards equal attainment of employment opportunities for all. Per qualification standards, a candidate shall be assessed as competent or not on the qualifications based on knowledge, practical skills and attitude applicable in establishing and strengthening linkages with other organizations; supervising Public Employment Service Office (PESO) planning activities, programs, and projects; providing continuous improvement on operations; and provision of solutions to PESO concerns.
In the actual assessment of candidates, qualifications include classroom activities and practical work application in actual work site or simulation area; demonstration of skills/prior learning; and interview. The candidates are expected to demonstrate the required competences with all units prescribed for this qualification.
Qualified candidates or applicants are PESO Managers, staff, or any person who qualifies the minimum requirements based on the PES NC-IV qualification standards and the training regulation.
Later on, qualifications for PES NC-III and PES NC-II for technical levels may follow to supplement the PES NC-IV as the highest leadership and managerial competency assessment level for the PESO.
DOLE-X, being the lead agency of the PESO, is grateful to TESDA-X thru Regional Director Ashary A. Banto and Misamis Oriental Provincial Director Marigold Cherie R. Garrido and COBSAT for their support towards PESO competencies and further creating accredited PES NC-IV among deserving candidates in the region.
PESO is a non-fee charging multi-dimensional employment service facility or entity established in all Local Government Units (LGUs). It ensures prompt and efficient delivery of employment facilitation services as well as to provide timely information on labor market and DOLE programs.
